No. New live files, Fit Check processing, checkout, production package generation, Registry-dependent issuance, and real customer activation are paused.
What can continue?
Public documentation, synthetic samples, partner recruitment, training, contracting, and isolated nonproduction preparation may continue.
What does sample verification prove?
It can demonstrate package membership, manifest-covered hashes, and issuer-receipt binding. It does not prove record truth, compliance, certification, buyer approval, or Registry checkpoint continuity.
Is a customer-processing GO scheduled?
No dated reassessment or GO is represented. A later decision requires completed containment, reviewed source, clean provenance, exact deployed evidence, and explicit owner approval.
