Why this happens

Pilot access is protected by anti-abuse checks. Most business-domain requests are approved immediately. Some requests need one extra step so the system can distinguish real buyer traffic from abuse.

What the refundable US$1 hold means

• It is an identity verification step, not a paid plan.
• The hold is voided automatically.
• You are not buying Activation by completing this step.
• After the step clears, Pilot submit access is unlocked faster.

What manual review means

If automatic approval is not possible, AttestLayer can review the request manually. In that case, access is usually sent within one business day.
